Why Ringo Starr becomes more a close friend with Charlie Watts than his forgotten predecessor Pete Best?

Because Charlie is the accomplished drummer of the 2nd-most-famous rock band to come out of the U.K. while he is from the most-famous. Pete Best is just a guy who had a "signature" beat & nothing more & never caught on with any other "big-name" band, which he surely would have had he been of any true talent.
Contrary to "Kieth", Best is alive & well, doing fine at age 78.

I wouldn't think Pete Best would be very receptive to any overtures from Ringo, as he was bumped from the Beatles and replaced by Ringo in the first place.

Because he can't be a friend with a guy who has been dead for over 50 years.
