Did Tolkien have an opinion on country music like Hank Williams Sr? ?

If Tolkien had an opinion on Country music, like that of Hank Williams, Sr. then it was something he did not espouse upon. His knowledge of Country Music would have been very minimal at best, almost to the point of being less than peripheral. At that time, the only way he'd have even been aware of Country Music, was if he'd listened to the American Forces Network on his radio, during World War Two. Country Music would not start to become popular, until around the mid 1950's.

I don't think C & W music had impacted the UK in the late 1940s-early 1950s like it has done in recent decades, though "Lucille" in Orc would be amusing. In Canada n South Africa (and maybe Australia), it did, though.
