When a person uses Chromecast, can they stream YouTube videos and other media for free with just their wireless internet connection?

"For Free" - yes. And no.

The streaming from your internet router to your chromecast receiver is free.

For the streaming from the server to your internet router, you'll have to pay your usual internet access fees.

For the content, you will have to pay the ususal fees to the content provider. Some YT videos are free, others you will need to pay for.

In short, just because you do the last hop from your router to a chromecast device doesn't change anything about how the stuff gets to your router.
