Learning disabilities can be a result of either, both or neither.  Disability can be labeled with other conditions. A learning disability is inadequacy of power mental, physical or emotional. If some condition is puts one at disadvantage or incapacity

Neither one. Learning disabilities aren't developmental disabilities. They also are not neurological, the way Autism is. There are many people who actually question the validity of learning disabilities as a medical diagnosis, in fact. Having an LD doesn't qualify a person for protection under the ADA, the federal law designed to protect people with disabilities against discrimination. Autism or an ID does, but not LD.

based on the US definition, a LD is something like dyslexia and is not an intellectual disability.  It is not emotional or behavioral

neither … it's  emotional  or  behavioral  disability.

It's normally a neurological issue.  People with learning disabilities can be very intelligent.

An intellectual disability is another condition, such as Down Syndrome or other disorder that means the person has a lower than average intelligence.

either or both depends on the condition? do you mean Autism?
