How could traffic jams occur if most people are off from work at this time?

Only one out of four of the people who where working are out of work now.

The rest are people with jobs that can be done without interference from the government. Trees are being trimmed, plumbers are plumbing, most restaurants are doing take out or drive through, etc.

There are also people who never work, pensioners, housewives, and the conically unemployable.

Overturned big rigs. Ice on the road. Construction work.

That road construction can slow traffic down to 2 lanes, one going and one coming!

They don't, thank god, and I'm from LA.  Definitely the best thing about all this, traffic has never been better.

Where I live, traffic is down so much that traffic jams have all but disappeared.

They could still happen, though, in the event of a major traffic accident or a burst of dangerous weather that creates hazardous driving conditions.
