Is it true that there’s nothing doctors can do to help prevent heat exhaustion and heat strokes outside of increasing hydration ?

That is the standard treatment, but it might take the form of starting an IV connected to a bag of saline.  Also, they might immerse a patient in some kind of cooling bath.  (You want to get the "core" temperature down.)

YOU can prevent it by drinking plenty of water, and if you are out in the sun, wear a cap.

They cant do anything to "prevent it" but you can be taking cooling measures, hydration, avoiding extreme heat etc.
