Does anyone else think it’s interesting how schools could get an entire district attending school online but when it came to homebound ?

Instruction for chronically ill students they could never find teachers for certain subjects and the best they could do was waive certain requirements and give an iep diploma?

Not really.  In the current pandemic, all teachers are teaching remotely.  This is different from a situation where they either have to hire specialized teachers for a tiny handful of students, or pay existing teachers extra to do the online schooling in addition to their regular duties.
