No. Astoria Oregon is only 10,000 people. Portland Oregon is 75 miles as the crow flies, and longer by roads. The entire Pacific County Washington is only 22,000 people spread out over 1224 square miles at 18 people per square mile. There are no large towns in that area of Washington State. There is no justification for a city bus.

    Nothing in very limited transportation.

Royal cab may be willing to make the trip. or a pickup with a shuttle

If you are asking for a city bus just to cross the Astoria-Megler bridge, you don't need to ride the bus.  Bicyclists are welcome to ride across the bridge.  There is no steel grid decking.  The surface is either continuous asphalt or continuous concrete all the way across.

Though the road bridge's speed is posted at 55 mph, we drive pretty friendly around here and yield comfortably generous space to bicyclists, especially when there is no sidewalk nor adequate shoulder.

No, there isn't. Why would you WANT to go to that part of Washington?
