Why did’t the American or the Japanese ATC tell the pilots of KAL 007 that they had deviated from their original planned route?

    ATC does NOT monitor planes at all times.   There are dead areas in the coverage,  mainly on flights across the oceans.

    The plane was out of range of civilian ATC radar coverage, so ATC couldn't tell them they were flying off course. All they had was radio contact with ATC and periodically they had to call in their position. In the time that elapsed between the required contact times the plane flew off track.     More to the point why did they deviate? Auto pilot should have kept them on track. Unless it was programmed wrong.
