Is the following information stated correctly?

[California] Aspiring special education teachers take teacher prep courses- if and after- being conditionally accepted to a teacher credential program. Not before (in undergraduate courses, for example, although a bachelors degree is a prerequisite). Successful completion of all required exams and coursework, with the minimum grade requirement or higher, guarantees full acceptance into the particular program an individual has applied to.

I can't say if the facts are stated correctly. The writing isn't quite correct. The second phrase is not a sentence, and the 'if and after' part is poorly put.
