Why do older people usually refer to disability as special needs and young people refer to them as mild moderate or severe disability?

Terminology often evolves over time.
There's always some new way of saying the same thing.
Someone's always trying to find a new way to say something less offensive and more PC.
IMO, sometimes they go too far, and make too many nuances. It's almost like they want something to take offense to.
