Charles is both inconsiderate and fickle. They had to wait long enough until he'd be able to marry her. If she was available he'd lose interest. She wasn't the only woman he cheated on Diana with. They simply couldn't chance it. Kanga's dead, too.

The Parker Bowleses were content with the arrangement they had. Andrew Parker Bowles had carried out many affairs but they stayed married before Camille began her affair with Charles.
It has been written that Charles would have been content to have stayed married to Diana and have Camilla as his mistress. The people who have this opinion also wrote that Diana was not content and made things difficult by airing their private lives to the public, that her talking about the affair made it impossible for the Parker Bowleses to remain married.

They were raising their two children during those 22 years, for starters. Many couples stay together for that reason only. Also I think she because tired of PBs playing away, and when this extended to her friends, she felt that enough was enough. I don't think, for one moment, the divorce was so she could marry Charles.
Regardless of the 5 TDs, I still don't think for one moment their divorce was so Camilla could marry Charles. Further, the Queen advised Charles and Diana to divorce because of the samage their 'war' was doing to the image of the RF. She wasn't wrong!

Prince Charles was married. He had separated from Diana when Camilla divorced her first husband, but that was more so that Andrew could marry Rosie Pitman.

She was in love with Andrew Parker Bowles. That doesn't mean she wasn't in love with Prince Charles, too, but she was definitely in love with Andrew Parker Bowles. Princess Margaret had an affair with Andrew Parker Bowles and is said to have warned her brother Charles off her when she saw him getting increasingly emotionally invested in her because she had often seen Andrew and Camilla together socially, seen the chemistry they had, and felt like Charles was on the losing end of it. Plus, their chequered and storied history had established that the two of them had their numerous sexual and emotional dalliances but always came back together. It was only after their relationship had seen its last hurrah that Charles got an in to become more than a long-term lover.
