I got my learner's permit years ago but never got my driver's license. Would I have to take the written test again? I live in Alabama ?

"Learner's Permits" expire after a given period of time. If you got a "Learner's License"  years ago and never followed-through in order to obtain a full driver's license, your Learner's Permit has long since expired, and you're going to have to start all over again, beginning with the Written Test.

Was it renewable and did you renew it?  Is it expired?  If it's still valid, you probably don't need to take a test again for a new learner's permit.

Probably. May depend on exactly how long.

Read the Alabama driver's handbook online or call their DMV toll free number for Alabama.
