Knowing someone who works in a medical clinic and performs blood tests to patients. She has no medical licence. Is it legal?

You DON'T know any of what you claim. I BET the most you know is that she draws blood, which is RARELY done by the same person that actually processes the tests and only requires a certificate that is FAR from a license to practice medicine as a doctor or nurse.

I am 100% certain YOU wouldn't know if she was actually a doctor.

Legalities, even those surrounding medical practices, vary greatly from area to area.

Most techs who run tests in labs don't have medical licenses.

Many of the people who work as medical techs (ie take blood samples at hospitals, clinics, etc) do not have medical licenses, rather they are governed by a different body with different education and background requirements.

Yes it is legal.  Every state has different requirements for its phlebotomists (people who do blood test). . None require a medical license and there are just four states which require any type of certification or license to do blood test although most states require some type of training.
