There is. I had a jar of it quite some time ago. My bath mat, which was the perfect color and size for my bathroom, was no longer available. It was in perfect shape  other than the rubber slip resistant bottom became hard and started to flake off. So, I painted that rubber backing on the Matt and it worked.

It is called Skid No More. There are other rubber non skid backing products that work the same way.

Sort of. There is a non-slip "rubbery" thin matting that goes under area rugs that do not have a non-slip backing. idk if it would work in a wet bathroom; and maybe a new bath mat would be cheaper in the long run.
