Easiest to relocate to from the USA which ones offers best quality of life?

You are going to find it very difficult to relocate to Spain, Portugal, or any other EU countries. It may be that the Philippines are favorable to US immigration, but it is all going to depend on either what qualifications you have, or how much money you are investing in a country.

Relocating to any of the countries you mention will require quite unbelievable amounts of paper work, bureaucracy and red tape. All but Spain and Portugal will also demand incredible amounts of money both officially AND unofficially before they'll give you a residence permit.

Welcome to the REAL world now in the 21 st century and with Covid 19. YOU are not moving anywhere just because you WANT TO.
Those days were in your parents time.
Each of the places you list decides if YOU can move in.
Up to you to give some reasons they would want you.A Billion on the planet want to move. What makes you a little better candidate. Sorry waving a passport is not much.

It's very difficult for an American to move to EU countries like Spain and Portugal unless you work for an employer who relocates you there. It's much easier to move to the other countries you mentioned. There's a current episode of 90 Day Fiancee featuring a guy with a military disability pension who moved to the Philippines to be with his girlfriend. He's stuck there now because of COVID-but the scenes will give you a good idea of what it's like in the Philippines.

The answer from Dj2541 is correct and you cannot simply move to another country the way you could move from Oklahoma to Kansas. Unless you have advanced educational & professional qualifications plus an employer who can sponsor you for an employment visa you cannot even go to another country long term to work.
Portugal and Spain are the only developed nations on your list.

Firstly you cant just re locate? you may be able to get a tourist visa and stay for a period. If you want to Immigrate to any of these countries you will have to have skills or Money that the country that you are interested going into wants to acquire.
Turkey, Malaysia, and Indonesia are majority Muslim countries that are not keen on non Muslim immigration.
The Philippines is in the middle of an Muslim insurgency and a very poor country.
Portugal and Spain are the poor cousins in the E.U.
