why is the national guard not allowed to use a gun?

Update:

the national guard was in the news activated in my state they had no gun on them

    Not all military duties require that the person be armed. Maybe they< are handing out water to the troops and police.

    Because they were called up at Kent state and ended up shooting students.   So they greatly tightened up on the rules and standards.

    And you are getting this 'fact' from where?

    UPDATE to your update:  Just because you saw some NG members unarmed doesn't mean that the NG isn't allowed to use guns.  It just means that they were performing a mission that didn't require them to be armed.
