Why does a high school need a 15 minute book reading period?

I can't believe I had to read a book before I could study. In the old days, everybody read books and we were free to study immediately. Lousy modern school criteria.

The objective is probably getting students to read for a short period every day, because there are too many who don't pleasure read at all.

If you put good books of the right difficulty in the hands of non-readers and require a brief period of reading, for some the interest can be kindled. (Although it kind of skirts the issue of students who don't read well and whose problems have not been addressed.) It also gets the students who never, ever do the assigned reading to at least start it.
