What is the difference between TV-14-DLSV and TV-MA?

They're distinct ratings, but it also seems their content is more or less the same.

    TV-14 is for teenagers TV-MA is for older people like 18 or older

    TV-MA is broad. "This program is specifically designed to be viewed by adults and therefore may be unsuitable for children under 17."

    TV-14 is also broad. "This program contains some material that many parents would find unsuitable for children under 14 years of age." The letters at the end give the  specifics. D for sexually suggestive dialogue, L for strong or crude language, S for sexual content, and V for violence. This allows parents to tailor their kids' viewing experience based on what they're okay with the kid seeing.
