what can i do to get rid of green hair algae? reducing light is probably out of the question?

i'm growing dwarf hair grass, and as you may know, dwarf hair grass requires high light to grow. My tank is about 3-4 months. It has gone through the brown algae outbreak, which almost every new tank will experience. Now green hair algae suddenly appears.

I do water change weekly but that doesn't seem to help. I have no fish. Just dwarf hair grass. The substrate I'm using is organic potting mix and Eco-complete.
