    The statement that a car goes from 0 to anything in a time period is a measure of it's acceleration, not an advertisement of it's top speed. Answer (b)

    it may not go faster than 60 mi/hr from what it advertises.  In fact, one way to get high acceleration is to gear the motor down, which lowers the top speed.
