A powerful car is advertised to go from zero to 60 mi/h in 6.0 s. what does this say about the car: (a) it is fast (high speed);?
or (b) it accelerates well?

The statement that a car goes from 0 to anything in a time period is a measure of it's acceleration, not an advertisement of it's top speed. Answer (b)

it may not go faster than 60 mi/hr from what it advertises. In fact, one way to get high acceleration is to gear the motor down, which lowers the top speed.
