A ratio always involves two numbers or a fraction relative to the whole. It is not meaningful to refer to a 'the ratio 6'.

If it said 'the ratio of 6:1' (meaning six to one), then you would know that for every six units of one thing, there is one unit of something else. For example a weak mortar mix might be 6 measures of sand to one measure of cement powder. The ingredients are mixed in the ratio of 6:1.
