Percent literally means "per hundred". So to turn a percentage into a decimal you divide by 100.

But the shortcut to dividing by 100 is to move the decimal point 2 places to the left (and drop the % sign).

11% → 0.11

6.7% → 0.067

6.4% → 0.064

5.9% → 0.059
