Psychologist-client phone call recording.?

Can a psychologist record client phone calls without client consent and share them with another provider, once again, without client consent?

    The paperwork the client didn't read before signing included consent to record all communications between the psychologist and the client. Sharing some information with another provider for the purpose of consultation may or may not have been agreed to in the paperwork.

    That would be a violation of HIPAA.
