There is no air in it.

Too vague. Too many questions which needs to be answered.

Better to see 1st hand. (take it to local bike shop = FREE only if just air is needed)

Do you know how to use an air pump

-is cap off of valve-what type of Valve. Regular valve, type seen on cars. Any type of air pump

-what type of pump is being used. Can it accept valve type. Is it locked on valve before pumping...

-how did wheel become flat. Storage, popped tube from glass/nails...

    -is popped tube fixed/replaced

Seriously? Have you tried pumping it up? If yes then maybe, just maybe it has a ........ ........ ..... hole in it. Such holes are often referred to as punctures.

If you can't figure out something that simple on your own, take it to a bicycle shop.

Jeez...could you be anymore vague?  Maybe it has a hole or tear in it - air is rushing out as fast as you pump it in.  Presta valve or Schrader valve?  Or do you know the difference?  If it's a Presta valve, you'll need a floor pump that works on BOTH types of valves or an adaptor.  YouTube video below...
