It can be, but you can 'pep' it up with a dressing / mayo mix.
Tartar sauce is good, as is diced scallion, diced red bell pepper in with the mayo.
One of my favourite sandwiches is ;- wholemeal bread spread with hummus, flaked tuna, thinly sliced red radish & a sprinkle of salt, Yum! I want one now!.

If you are asking in reference to someone who has been told to eat a bland diet for medical reasons - as long as it is water-packed tuna, it would be considered bland.

It is a mild tasting fish but I would not call it bland.
It is important that it not be over cooked or it will be very dry.
I like it seared BRIEFLY on each side if it is cooked at all.
Since it is a mild fish many sauces can be used with it. I think it goes best with soy sauce, ginger, citrus type flavors although heavier sauces will compliment it as well. (teriyaki, hoisin and others)
