How many hours can you deduct from a salary employee for vacation?

This week I took some vacation time off because my boss says I'm not allowed to take vacation in November or December. I worked two days this week which were both 9 hour days resulting in 18 hours work so I thought since I'm salary I have to equal 40 so I told my boss to put in 22 hours of vacation time but instead he put 27 and when I saw it on my pay stub I talked to him and he said I have to equal 45. Is this right? I'm new to salary i thought it was 40 at least. I'm in Illinois if that helps.
