Should I describe the thoughts of a person that speaks broken English also broken or not?

Should I describe the thoughts of a person that speaks broken English also broken or fluent?

What would you do in a novel?

Update:

P.S. The person is a Sentinelese, one of the world's most isolated tribe.

    THE THOUGHTS OF THAT PERSON WOULD MOST LIKELY BE IN THEIR NATIVE TONGUE, so they would be fluent. You'll have to describe it in the third person voice but avoid English words for which there is no equivalent in their language. .

    Describe the thought in 3rd person in good English .

    They THINK in their own language just fine.   My grandmother came to the USA as a teenager from Austria,  I asked her once which language she thought in, she said German. Yet she spoke English here.
