No, in this case 'file' would be wrong. Sentence A is more correct, (but without 'the' in front of park-goers). Sentence B would be correct if you used file as a verb - the park-goers began filing ( or to file) through the entrance gate.

Yes. Line and file is the same thing. However, you do not need the second "the".
