Blue smoke usually means your burning oil.  My 85 Corolla did a lot of that, also used a ton of oil.  You must have an older car.  There's no simple repair for that, you would have to get the engine rebuilt.  $$$$$$$$$$$

If the car is burning oil, that is probably why you needed a new catalytic converter and why it's blowing blue smoke.

It might be time for a new engine.

Catalytic converters get hot!  There may be some oils left on the metals during the manufacturing process.  It should stop producing smoke. IF it does not then you need to see if the motor is consuming oil from the rings or seals leaking.
