Can you draw a conclusion after meeting 30 people?

suppose you met 30 people in one city of a country and about 75% of these people are entitled.   They judge you even when you 1st met them and they are really rude.

Can you say from these 30 people that people in this city are entitled?   you dont meet them randomly on the streets but rather work related or friends related.....

work related meaning they meet you because of your job and friends related meaning they a friend of your friend.......

Update 2:

@anon: friend of a friend.  But you are not very close to that particular friend because you didnt grow up there...

Update 3:

And you have been in this place for more than 10 years..... isnt that enough time to give a conclusion?

Update 4:

@foofa: dont blame rich people if you are poor and unemployed.   Rich people are the smartest people..... unlike you...

A smart person would some research on the socioeconomic demographics of that nation to try to find out if they'd just met only rich people or if the class standard of that entire nation is high.

If this person would go out and meet new people, they would find that there are nice and pleasant people living in the city as well.

No because as you said yourself they're all drawn from a smaller subset.  People befriend people similar to themselves so if you're being introduced to someone's friends they will be from the same crowd.  Bear in mind that some professions are very incestuous and it can be hell if you don't fit the local "type."
