This could be ended, as is. For example: I will do (whatever) and any other measures needed to be taken will. In this example, "be taken" is implicit at the end, but, if the speaker or writer prefers to make it explicit, s/he can.

The simplest answer:

Notes:

- you should avoid starting a sentence with "and"

- the wording of that sentence is awkward, specifically the phrase "measures needed to be taken"
