What would you recommend best zone 9 arborvitaes, spruces, pines and hollies to conceal highway noise?

You need to use a shrub or a tree that doesn't drop its lower branches as it matures. Trees like pines, most hollies and spruces lose their lower branches as they grow. You should really consult a local nursery for the best. choices in your area.

You may want to try poplar. It is fast growing and care free.

Loblolly pine (not slash pine), red tip photinia, buford holly, long leaf pine, and the turpentine pine.  The turpentine pine is the native pine and is less susceptible to pine bark beetles, but slower growing.  The slash pine (what is in nurseries) is fast growing for timber production.  The idea being to harvest the tree before the beetles get it.  A spruce will not grow in Z9. (?).  None of this will be better than a tall wall.  You should consider moving instead of fighting it.
