Why does Family Guy no longer have the same touch and seem funny as it was before?

At some point all the major ideas have been done.  The same thing happened to The Simpsons after ~12 seasons.  At this point shows will often begin re-hashing old ideas with similar themes, which inevitably leads to the show making fun of itself.  Once that happens, the clock is ticking.  You can still squeeze out a few laughs but you're cannibalizing your own show's material, which obviously will become doubly stale in a hurry.

First, most programs become stale after a while; there's a good reason sitcoms are almost never on more than 7 or 8 years. Second, Seth MacFarlane has probably spread himself too thin over the years, doing movies, another animated show (American Dad), and starring in The Orville.

It's all opinion.  People tend to appreciate comedy at a certain point and then enjoy it less later.  This is sometimes called the "MAD Magazine" effect, as people who read it as children rarely find it funny these days, and swore it got less funny even as new readers still enjoy it.

Family Guy was never really THAT good to begin with.  It's humor is almost entirely random non-sequiturs that aren't ACTUALLY funny.  It's so infantile and formulaic that South Park made fun of them in this clip:

And it was so on point that South Park creators Trey and Matt claim that after the episode aired they got a gift basket from the Simpsons writing team with a card that simply said 'THANK YOU!'.  They found out later that it was because the Simpsons team also found Family Guy annoying and trite but couldn't go after them too hard given that they're on the same network.

But I do agree that the show got much worse after their cancellation and return.  The show was barely even trying anymore.  This is likely because they probably couldn't get the original team back together.  Not that it was doing that great to begin with.  You'll notice that Family Guy jokes seldom have much to do with the plot or character.  They're cheap gags vaguely strung together.  There's no plot or story really.  They're certainly not capable of the kind of satire South Park and early Simpsons were doing.
