Depends on your notion of 'best' in connection with cars.

No. They are designed in Korea and Japan. (though they are often assembled in the UK or other European countries.)

Most people would probably say Germany for quality, Italy for style (Ferrari, Lamborghini). US has probably the widest variety to choose from: US, Japan, Germany, Sweden, UK, Italy, France, Korea. But the parts & assembly could be anywhere, probably a variety of countries for the different components. Quality can vary widely by make & model as well. Even within one country's manufacturers (probably most visible in US due to its huge market & wide variety), quality & performance will vary from model to model.
IF you want The Best in the World, you probably need to go with Rolls-Royce. Take care of it & it will last 100 or more years. Your great-grandchildren (or great-great!) will inherit a valuable classic.

The US. American classic cars are so desireable that people from many countries are traveling to the US and buying them like crazy.
