can we go to Japan as a tourist on September?

    Is difficult to be sure about it right now. Since many countries are still with a high level of coronavirus cases, there are many travel restrictions yet. I would wait to go at the end of the year or even next year only.

    You don't say what country you are from, and that matters a lot. But it is unlikely to happen by next month. You are beginning to see some relaxation for residents in Japan (foreign nationals as well as Japanese citizens) to be able to return soon, with some conditions such as approval from your local Japanese embassy/consulate, as well as a covid test with a negative result done no more than 3 days before your departure date.

    Nothing for tourists as of yet. You can check on the Japanese government page which shows current status.

    Unfortunately for tourists, it is may take an effective vaccine available to the masses before everything gets back to "normal". And that may be 12-18 months away. Plus if you are from the US, you will likely be dead last for being able to go to Japan, and that is completely understandable, given the White House's totally bungled response from the very beginning. Even if the leading candidates for vaccines turn out perfect, it will take manufacturing hundreds of millions of doses for everyone, then making a whole new distribution network, as well as squabbling with insurance companies on costs and who pays for it all.

    You can look at the links above from time to time, but frankly, I would not get your hopes up in going in just a month.

    That would depend on where you are from and whether the Japanese government will relax restrictions for your country by September.  At this moment, Japan allows people from only a small number of countries for entry into Japan and only for specific purpose. Unfortunately, tourism is not one. But the situation is constantly changing, so it is anyone's guess what will happen by September.

    At the moment, Vietnam, Thailand, Australia and New Zealand are being considered for relaxation of entry restrictions, with Taiwan, China, South Korea, Singapore, Malaysia, Brunei, Myanmar, Cambodia, Laos and Mongolia being added to the list. However, even in those cases, it is for business and then for study abroad.

    i dont see why not, ask immigration and the airlines about it
