Why do those usb fans make my samsung s9+ shut down? I had one for my s4 that worked (micro usb) but the one for my s9+ doesn't (usb C).?

Many devices that take power from a usb port take more than the usb specification allows. Sometimes this works, and sometimes it doesn't.

cheap parts don't work well. phones were not designed to power external devices.
that they CAN is just happenstance.

Probably too much current draw for that "samsung s9+" that craters the power on that USB-C port. I guess there is a shorting going on. Pin configuration is different on the "C" version--the plug can go in flipped in either direction. That is because there is "hot--ground--data1,2,1--ground--hot". The old USB is "hot--data1,2--ground"
