Not sure what they mean by "perspective". If it's depth of field, then it's aperture that matters (smaller = deeper). But generally, long lenses reduce the apparent distance between objects and decrease the angle of view, so short lenses increase the angle of view and increase the apparent distance between objects.

Perspective grants us the ability to make distance judgements. In other words, we are able to determine the relationship between objects such as how far apart are background objects as apposed to foreground objects. In an image, this is manly endowed by camera to subject distance.
A short focal length lens yields a wide-angle view.
A long focal length lens yields a narrower angle of view.
Again, perspective in an image is related to camera to subject distance.
