Yes, with a topping, or a crispy 'vessel' filling with a similar topping.

A TORTILLA is a thin flat 'pancake' usually made from maize flour .. the pancake can then be cut into wedges and either baked or fried to make Tortilla Chips.

A BURRITO is a filled Tortilla .. the tortilla can be eaten hot, baked in the oven (sometimes in a sauce) or cold, more like a 'wrap' .. but the tortilla is still soft.

A TACO is a filled Tortilla that is usually fried afterwards .. so it's crisp, not soft.

Well .. that's the difference in the Mexican restaurant that I go to anyway ..

Tortilla is the name of the PANCAKE .. and it's a Burrito if it's served SOFT.. and a Taco if it's served CRISP

A tortilla is the starch product that burritos and tostadas and sopes and tacos and dozens of other foods are made from.  And of course there are flour tortillas and corn tortillas and soft tortillas and hard tortillas.
