I guess being safe and not being exposed to much danger.

It means to grow up over-protected and to have very little not just the bad things that people are capable of doing but also not know how to handle disagreements and afversity because they didn't have any practice as children.  It's often used as a synomym for "naive" with the difference that some people can be born naive but someone who is described as sheltered is that way because of how they were raised.
