Japan us only allowing people entry into their country under 2 conditions:

    1) Japanese citizens returning from abroad.

    2) People who are legally allowed to live in Japan who left Japan and want to re-enter such as those who have a permanent resident status (or long term visa) and family members of legal residents ONLY if they have a re-entry permit BEFORE they left Japan.

There are no provisions to allow tourists into Japan at this time. And even those who meet the requirement have to go through quarantine once they enter Japan.

According to their Travel Website, I don't see a travel restriction notice from Canada on it.
