Why is Moscow Mitch admitting the Senate GOP can't get their chit together and it's up to Democrats to negotiate with Trump?

You have a huge money House Bill passed over 2 months ago sitting in a large stack collecting dust. They waited in the Senate for 5 or 6 weeks. You have McConnell with plenty of big bucks from Elaine Chou's father able to just quit if he felt like it. He has Amy McGrath biting at him in Kentucky. They waited too long because a chunk of Tea Party Republicans are looking at the $26 Trillion Federal Debt saying "not a nickel more". You have the purple state Republicans in the Senate up for reelection still tied to Trump, some hurting to get reelected. US Senate is up for grabs where it was clear Republican a few months ago.
A bunch of people out of work and Federal money boost is dried up, and mortgage and rent blocks from eviction recently ended. Trump only cares about himself, wants people employed, but is broiled in negative. The President is behind in the polls big time, especially in the important swing states.
Ohio has nailed it right in picking the President in almost every election and Biden is a couple of points ahead in the polls
160,000 dead on the Covid-19 charts.
Texas and Florida tried to reopen, and they're 600,000 active cases.
So McConnell is worn down. Whatever the Democrats and President agree to I'll sign, and see where the full Senate goes. He doesn't want it on his shoulders any more.

These answers provide a good demonstration of how uneducated Trump's trailer-dwelling supporters are. I mean, these people don't know enough about basic civics (see KayleyK's comment) to pass a citizenship test.

Because the Republicans have a bill. The thing with the democrats is they see coronavirus response and the livelihoods of Americans citizens as a bargaining chip. They understand the importance of this bill that is why they must (to quote the democrats themselves) "leverage" it to fund wedge issues like woman this, trans that, things unrelated to the situation at hand. They need an important bill as a host for these issues or else they would never be passed on their own merit. On top of that they want to bail out their failing democrat run cities, cities that have been in debt long before the pandemic even began. No ammount of money will fix these cities because they are run by inept, corrupt bureaucrats, this is rewarding bad behavior and will not help anyone.
Either way, I'm vehemently opposed to another stimulus. The first one was unnecessary and so will be this one. The US government does not have the money to do these sorts of things, as much as leftists would like to believe. This is all being paid for via the invisible tax, inflation. If the state governments didn't decide to impose draconian lockdowns no one would be out of their job. This whole thing is a mess of our government's own creation and we the people will be footing the bill.

You mean McConnell wants the Constitution to work? He wants a bill to start in the House and then come to the Senate for approval? And then go to the President for signature? He must be crazy.
