How many countries are in the " Muslim World "?

That would depend on how strict your definition of "the Muslim World" happens to be. Are we including only those countries that have declared themselves to be an Islamic Republic or have declared that Islam is the one and only state religion? Are we talking about Muslim majority countries where there might be a non-Muslim minority? Or are we talking about all of the Muslims in the entire world, regardless of where they live?
Afghanistan, Algeria, Bahrain, Bangladesh, Brunei, Egypt, Iran, Iraq, Jordan, Kuwait, Libya, Malaysia, Maldives, Mauritania, Morocco, Oman, Pakistan, Qatar, Saudi Arabia, Somalia, Tunisia, United Arab Emirates and Yemen have all declared Islam the official state religion (23 countries.)
Countries like Indonesia and India are home to millions of Muslims, but Islam is not the sole official religion there. Then there are places like the Balkans where in some countries Muslims make up the majority of the population, but the governments have declared themselves to be secular.
And of course there are millions of Muslims living in countries where Muslims are a relatively small minority who account for only a fraction of the population.
Muslims make up nearly one quarter of the world's population. To say that "the Muslim World" only spans 23 countries would be ridiculous considering that there are millions of Muslims living outside of those countries as well.
It would be difficult not to include a place like Azerbaijan where upwards of ninety percent of the population professes to be Muslim, but there are plenty of Muslims all over the world.
The big difference is that in most countries where the majority of the population is Christian or Hindu or Buddhist, the government doesn't make it illegal to practice other religions or to profess to be an atheist or an agnostic, but in Muslim countries where Islam has been declared to be the sole religion, practicing another religion - even in private, can lead to serious penalties - including imprisonment and death.
Islam is not compatible with modern society and it's an inherently intolerant system of beliefs that causes severe problems wherever it's practiced - even more so when it's practiced by a small segment of the total population.
