Do disc PlayStation/Xbox consoles use the same or less amount of hard drive space as digital downloads?

On the PS4 you need to download the game once you have the disc, I believe it’s due to not enough space on the discs but I was wondering if the whole game is downloaded to the hard drive or just what can’t fit on the disc?

    PS4 and Xbox One will install the entire game to the hard drive, along with any patches or DLC that the games need. Loading times from Blu-Ray are too slow for the amount of data most games need.

    Because of this, disc and digital copies of a game use the same amount of hard disk space.

    For the vast majority of games, all data is fully installed to hard drive, so the amount of space is the same. However for whatever reason sony doesn't mandate devs to do this, so very few games actually only do a partial install to the hard drive, leaving data behind on the disc. (similar to how things worked on ps3).. So it depends?
