It can be. It really depends on how long, for what reason, and if the person fasting intends to consume any amount of calories during the fasting period.
Intermittent fasting has become a popular fat loss method for some people, and an ongoing lifestyle for others (in order to maintain their weight).
Some people will fast for long periods for weight loss or severely restrict calories, and depending on how long they do it, it can cause problems to include muscle loss, nutritional deficiencies, and slowed metabolism.

It can be. Shorter fasts (less than 24 hours) are safe for most people so long as you don't starve yourself.

The way I learned is that slowing is better than fasting.
