It's not a sin but it may lead to sin, if you're not married.  Meaning, having sex or other inappropriate sex acts before marriage.

It isn't a sin to make out, but if you do it, I would do it in public and not alone because sex before marriage is a sin and if you make out alone you'll get tempted to commit that sin and so it's better to either not make out or do it in public even though that would be pda so you don't get tempted to sin in that way.

Not if you really care about the other and it is mutual.  

Hit and run is damaging to people so not good.

Most teens/human "make out" as a way to bond and in the old days search out a compatible mate. 

Think pregnancy and responsibility and act accordingly, you'll be fine.
