If my dog won’t eat a pill is it ok to melt it in her water bowl?

No. And ask your vet before crushing it and mixing it in food, too. Some pills are specially coated and should not be crushed. Pill pockets work well for many dogs. You can also try peanut butter, liverwurst, cheese, sandwich meat, or your vet's office can show you how to force her to take the pill. Basically open mouth, toss pill in the way back, close mouth, tip nose up and rub throat until she swallows. Some people will blow a quick breath into the nose to trigger swallowing. In any case, there are lots of ways to get your dog to take a pill. Dissolving it in her water bowl is not one of them.

Unless it can be crushed your best bet is putting in peanut butter or something it will swallow immediately!

Dogs tend to gulp their food and not chew it so we always hide it in a small ball of cheese. Putting it in the water will dilute its strength since the dog may not drink all the water at once.
