Actual CASH isn't needed, but credit is. You can't get into 'fixer uppers' without one or the other, or preferably both.

How are you going to "fix it up" without cash?  If you want to do it and don't have money, then you are going to have to find an investor who will buy the house and you do the work on it, then you split any profit.  It works for some, but if you don't have contractor experience and skills and you don't know someone with money who wants to partner with you in such an adventure, then go and get a job.

You can't buy a house without money, so if you want to buy a house, you will need to find a source for money.   For most people that means saving income from a job until they have enough down payment that someone will loan them the rest.

How will you fix up the house with no money?

By the way, many homes that are in a true state of disrepair are sold to cash buyers because it's difficult to get homeowner's insurance on a falling apart house.  Lenders won't lend without a homeowner's insurance binder.
