why is the governor going to fine families?

I would like to know why the governor is going to fine high any family that hires a tutor to help their kids out with their school work, my daughter has six kids and it's really been hard on her tiring to help the kids and she really does need help, these kids really want to go back to school but we know right now they can't, so what is wrong with my daughter or any other family hiring themselves a tutor to help their kids. I really don't understand his reasoning on this.

What state? I don’t see that this  is happening anywhere. 

My neighbor had five kids and has homeschooled all them K- 12 grade.  

I see some Mayors recommending getting a tutor if the family can afford it, instead fo sending their kids to school.

What state? Which governor? I haven't heard of anything like this, and I don't think it's even legal- not in the US anyway.
