No.  He just postponed it.  He's making a big decision and wants to make sure he gets it right.  And, ultimatley, whether Biden announces his decision last week, this week, or the end of August (when Biden himself was nominated back in 08) it doesn't make any difference. 

OTOH, Donald Trump seems to have forgotten that he promised to sign a new health care bill this week.  A little more than two weeks ago he promised in an interview that he was going to sign a major new health care bill "in two weeks".  Well, that's come and gone and there's no signing of a health care bill.  There's no announcement of one either.  There's not even any hint that they're working on one.  And unlike Biden's VP announcement, Trump not doing this then matters.  We're in the middle of a pandemic.  People need health care.  If Trump has some great health care plan he should do it now when it can help people not months from now when more people have suffered.
